    About Advanced Cargo Declaration

    Welcome to the Yemen ACD website, the official platform for obtaining the Advanced Cargo Declaration (ACD) certificates for shipments to Yemen.

    The Advanced Cargo Declaration (ACD), also known as an Electronic Cargo Tracking Note (ECTN), is a mandatory document required for shipments to certain African countries. It provides detailed information about the cargo, vessel, and exporter before the goods arrive at the destination port. This ensures transparency, and compliance with local regulations, and helps authorities in the destination country monitor and manage imports more effectively. Failure to obtain an ECTN can result in fines, delays, or the rejection of cargo at the port of entry.

    Several countries require the official loading documentation known as the Advance Cargo Declaration (ACD). Yemen will start mandating the ACD soon. This document is mandatory for all shipments that will be unloaded in Yemen, regardless of the final destination.

    Procedure of Yemen ACD

    • Required Documents: To obtain an ACD, you typically need to provide a Bill of Lading, a Commercial Invoice, and a Freight Invoice.
    • Responsibility for Obtaining ACD: The ACD must be obtained from the port of loading by the shippers, exporters, or freight forwarders.
    • ACD Reference Number on Bill of Lading: It is mandatory to include the ACD Reference Number on the Bill of Lading for all shipments to Yemen.
    • Validation Timeline: The ACD certificate should be validated at least five days before the vessel arrives in Yemen.
    • Consequences of Non-Compliance: Not having a valid ACD can lead to penalties, delays in customs clearance, and in severe cases, seizure or confiscation of goods.

    When establishing your system account, it is imperative to upload only your Business License. Uploading any other documents will result in the rejection of your account, necessitating a new registration process.

    ACD Certificate Application Process

    It is advisable to initiate the application process for the Advanced Cargo Declaration (ACD) Certificate well ahead of your intended shipping date, as processing times can vary.

    Document Requirements for ACD Application

    To facilitate a smooth ACD application, ensure that you have the following documents prepared:

      • Bill of Lading

      • Commercial Invoice

      • Freight Invoice

    Note: If the Freight Invoice details are included in the Commercial Invoice, the Commercial Invoice will be enough. All submitted documents must be clear and readable.

    In the absence of a final Bill of Lading, applicants may proceed with a Draft Bill of Lading. However, it is crucial to remember that the ACD number, once issued, must be clearly indicated on the Bill of Lading.

    ACD Draft Preparation

    For the ACD Draft, please include details of all containers and HS Codes.

    It is important to understand that each shipment requires a distinct ACD Certificate. Submitting incorrect or incomplete information may lead to certificate rejection and could cause delays and further complications.
